Constitution of Cycle Club Bexley

- General Points
- This club is called Cycle Club Bexley.
- The purpose of this club is to promote the sport and the pastime of cycling in its various forms and to provide social activities for its members and friends.
- The club will endeavour to arrange a meeting night at least once a month in a social atmosphere.
- The club’s colours are blue and yellow. Racing tops shall be of a design approved by the membership containing these colours.
- This constitution is drawn up for the information, instruction and guidance of club members. Its date of issue is given on the footer of each page and supersedes all previous constitution. Changes to this constitution may only normally be made by a favourable majority vote at the Annual General Meeting (AGM). However, if the committee decides that an immediate change needs to be made the amendment shall be notified to all members by letter or e-mail 14 days before the amendment takes effect. Such a change may be challenged, as any item in the constitution can, at the following AGM or an extraordinary general meeting.
- Any matter not provided for in this constitution shall be dealt with by the committee whose decision shall be binding on all parties.
- Membership
2.1 Membership is open to anyone over the age of 14. The club requires that anyone below the age of 16 shall be introduced and accompanied by a parent or guardian initially in order to obtain their approval.
Classes of membership shall be
Juvenile Member 14 to 16 years
Junior Member 16 to 18 years
Senior Member over 18 years
Social Member over 14 years
Social members are those who do not actively participate in cycling within the club’s organized activities and its affiliations. For clarity within this handbook all other members are termed “active members”.
2.2 Membership subscriptions are £12.00 per annum for active members, £8.00 per year for social members, and £8.00 per year for junior and juvenile members.
2.3 Active membership is ratified on the understanding that the member is not already an active member of another cycling club. Second Claim Membership will be allowed at the discretion of the committee if declared on joining with a valid reason.
Second Claim Members, including members that join another club without prior approval of the committee will not qualify for Competition Awards.
A Second Claim Member is defined as an active member who is already an active member of another cycling club, (their “First Claim” club) and joins in order to compete in events that are not open to their First Claim club.
2.4 Application for membership shall be made on the prescribed form. The applicant shall be proposed and seconded by two club members and the application submitted with an annual membership subscription.
2.5 New members shall be elected by the committee. The committee shall consider the applicant as soon as possible after a valid application. If no objections are forthcoming membership shall be confirmed. Should membership be refused, the annual subscription shall be refunded.
2.6 Membership will run from 1st January to the following 31st December of each year.
2.7 Membership renewal may be made after 31st October for the following year. Fees become due on 1st January and must be paid by 31st March to retain membership.
2.8 The club is not obliged to renew membership. The committee reserves the right to expel or otherwise sanction any member found guilty of conduct detrimental to the interests of the club.
2.10 Juvenile and Junior membership is for those who are still under the prescribed age at the beginning of the membership year.
This concerns membership subscriptions only. Should the prescribed age be attained during the membership year different rules may apply for racing.
2.11 Any new member who joins after 31st October will be deemed to have joined for the following year and will receive membership for the remainder of the current year gratuitously.
2.12 The committee may grant honorary life membership to any member who they deem to have shown themselves worthy by their commitment to the club.
- Annual General Meeting
3.1 The club AGM is usually the only meeting that the general membership is invited to attend. The General Secretary will circulate a special notification to all members should an issue arise that the committee, or seven members, feel requires a Special General Meeting.
3.2 The AGM is held during January or as soon as possible afterwards if there is any delay. This is the opportunity for members to have their say and perhaps have some influence in running the club.
3.3 The financial year of the club shall run from 1st November to the following 31st. October. Efforts must be made to settle outstanding debts between members and the club before 31st October.
3.4 Between the 31st October and the AGM, the Treasurer shall prepare a statement of accounts, have them ratified by two reviewers, and circulate them to all members attending the AGM.
3.5 The Secretary shall prepare an Agenda for the AGM. The Agenda shall be available at least 7 days before the AGM on the web site, by hand, mail or e-mail upon request.
3.6 Propositions for the agenda, with a proposer and seconder, must be submitted, in writing or by e-mail, to the Secretary two weeks before the published date of the AGM. After this date propositions may be discussed at the AGM at the Chairman’s discretion under “Any other Business” but cannot be subjected to a vote.
3.7 Election of reviewers shall be made at the AGM to ratify the accounts of the current financial year. The reviewers for the accounts presented at the AGM are therefore those elected at the previous AGM.
3.8 Committee members shall be elected at the AGM for tenure of one year as follows:-

In addition, there will be three committee posts without portfolio.
3.9 Each committee post shall be proposed and seconded by current members.
3.10 Every attempt is made to fill all committee posts, however a post may remain vacant if there are no volunteers or in special circumstances with agreement of the membership at the AGM, e.g., insufficient junior members to warrant a Junior Representative.
3.11 The committee shall invite a member to become President for a four year term. This will be ratified by, and be effective from an AGM. The President may be invited to continue when the four year term finishes or may be a past President.
- Insurance
4.1 Members partake of the club’s activities at their own risk.
4.2 Active members are strongly advised to take out liability insurance when cycling. This should be fulfilled by joining a cycling umbrella organization at a level that includes the necessary insurance. The committee will advise any member of suitable organizations.
- Competition Awards
- The Social Secretary shall be responsible for organising an annual function where awards for the previous season shall be presented.

Twelve Hour Championship 1st 2nd and 3rd.
100 Mile Championship 1st 2nd and 3rd.
50 mile Championship 1st 2nd and 3rd.
25 mile Championship 1st 2nd and 3rd.
10 mile Championship 1st 2nd and 3rd.
10 mile Ladies Championship 1st 2nd and 3rd.
10 mile Junior Championship 1st 2nd and 3rd.
10 mile Juvinile Championship 1st 2nd and 3rd.
Evening “10” Series Championship All qualifiers.
Evening “10” Series Championship (Veteran) All qualifiers.
Evening “10” Series Championship (Junior) All qualifiers.

- Best All Rounder
The Best All Rounder (BAR) will be judged on the fastest speed achieved on the best aggregate times over the following distances:-
Senior BAR 25, 50 and 100 miles.
Veteran BAR 25, 50 and 100 miles
Tricycle BAR 10, 25 and 50 miles
Middle Distance BAR 10, 25 and 50 miles
Junior BAR 2No 10 and 2 No 25 miles
Ladies BAR Two 10 mile and one 25 mile.
The Veteran BAR will be contested using current VTTA age standards.
- Evening 10 Series Championship
Riders must have entered at least 7 events to qualify for a place, placing being judged on the best 7 events. The number of qualifying events can be reduced by agreement of the committee should events be cancelled due to weather or road works.
Points are awarded for entering each event. Maximum points are awarded to the winning rider, with decrements of one point per position down to one point for the slowest, or to “Did not Finish” (DNF). Maximum points in an event will be equal to the number of club entrants.
The Veteran Evening “10” series will be contested using the current VTTA age standards and points awarded as above.
The events will be open to riders of all CTT affiliated clubs but the Championship is open only to Cycle Club Bexley first claim members.
- Championship Events
Championship events will be designated events that may be run within club, open or association events run under the rules of the relevant governing body. Details of these events will be proposed by the appropriate Secretary and agreed upon at the AGM prior to the season in which they are run.
- Other Trophies
The Speedwell Trophy is awarded to the member who records the fastest 25 mile time trial during the previous season in an event run under CTT regulations.
The Hillclimb Trophy is awarded to the member who wins the event dedicated to climbing a selected hill.
An additional award shall be made to any riders who break a club record during the season.
